Fillmore was first thought to be
the State Capitol , as it is located right in the middle of the State. But 65 % of the population is concentrated in Salt Lake City, Provo
and Ogden.

Salt Lake City was initially
settled according to the ideals of the City of Zion. Thus the pioneers
laid out the city in a square grid oriented to the cardinal compass
directions. The Temple Block provided a central referent for the city
site.
